This guideline says that the main constituents of an e liquid have a shelf-life of about two years. After this, they expire. However, it must be made clear here that an expiration date for e liquids is associated more with the quality of its constituents than your safety. So although sometimes the expiration of an e liquid has not come, you will still feel that the e liquid does not feel the same. This happens because the quality of its constituents keeps falling throughout its life.

So, yes. Vape juices do expire, but they may go bad otherwise too. You can look at the e liquids to find any signs of it being frozen up or having gotten too dilute. You can also try to smell the e liquid and if anything seems askew then you can always choose to not vape that e liquid.
